Can not boot up Renesas RZG2LC secure board (R9A07G044C26GBG) after applying security key

I am following documents r01an6237ej0200-rz.pdf and r11an0556ej0100-rz-g.pdf , RZG2L_SECURITY_PACKAGE_v1.0-update1 for secure boot. After applying encryption key for secure boot, I switched secure board into normal boot mode. But device could not boot up. In fact there were no logs from normal boot mode. I don't know what happened with that.
