RZ VDC5 YUV422 image rotation

Hi, I want to read YUV422 sample image from frame buffer ,

rotate it, scale up or scale down 

and display out.

When I read in the sheet says that,

it is impossible to use rotate and scale up simultaneously

in 1647 user manual of RZA1L

"It is impossible to use vertical reduction by the scaling-down control block and vertical enlargement by the scaling-up
control block simultaneously because they are mutually exclusive. Thus, the following scaling processes cannot be
performed with 90° rotation or 270° rotation."

means that impossible to scale and rotate?

if not , where to set the read address from frame buffer to rotate it.

I read the manual bu not see any setting about this.
