RZ/A1L SCIF3 problem

hi all, i want to use a  SCIF3, but some problem was appear - with 115200,N,8,1, writes and reads  symbols are correctly, but with another speed -  19200,N,8,1 - all bad. I think it is a some problems with oscillattor or clocs, and try to change some values in SCIF registers, but my action do not have a good result. I attach screen from IAR 8  from debugger, in which we may see value of SCIF registers (in left side - settings for 115200, in right side - for 19200). if You need additional info, i will gladly  to provide her
